Search For New GCB Director Begins

 After Director Harry Baltzer announced his retirement on Monday, May
15, 2000 Peggy Moon, Gambling Control Board Chair appointed Dennis
Flaherty as chair of a special committee to prepare a list to submit to
the governor of potential successors. Howard Register and Peggy Moon
will also serve on this committee.

 Printed below is the statute dealing with the appointment of a Director
to the Gambling Control Board:

349.152 DIRECTOR.
 Subdivision 1. Appointed. The governor shall appoint, with the advice
and consent of the senate, a director from a list of one or more persons
submitted by the board. The director serves in the unclassified service
at the pleasure of the governor.

 The search committee has worked with the Department Of Employee
Relations in developing a job description and qualifications for the
position. DOER will be accepting applications and the search committee
will conduct interviews in the next several weeks. From these interviews
of potential candidates a list will be prepared and sent to the
governor.

Executive Director

Lawful Gambling Control Board
$60,152 - $90,227/year

Advise and make recommendations to the Board on lawful gambling rules,
policies, licensing issues and civil penalties; administer policies and
issue licenses; communicate and explain board policies and decisions to
licensees through consultation, training and technical assistance. The
incumbent reports to the Governor and the seven member Gambling Control
Board, directs the work of 36 employees and administers a $2.3M budget.
Office is located in Roseville, MN.

The selection process is an experience and training rating. Applicants
must possess a Bachelor’s degree and a minimum of three years managerial
experience including administration of fiscal and human resources.
Special consideration will be given to candidates who have prior
regulatory experience and have successfully demonstrated the ability to
work with individuals, businesses and governmental entities with
competing interests. Persons who are (1) licensed by the board; (2)
affiliated with or employed by any corporation or partnership licensed
by the board; or (3) involved in the conduct of lawful gambling for an
organization licensed by the board are ineligible. The Executive
Director will be appointed by the Governor from a list of finalists
referred to him by the board. Finalists will be invited to an oral
interview and must agree to a background investigation conducted by the
Minnesota Department of Public Safety. Compensation includes full
benefits.
