Gambling Control Board Rules Update

 Currently, the Gambling Control Board (GCB) is working on two sets of rules dealing with lawful gambling.

 First, the GCB has started the process of revising existing rules governing all aspects of lawful gambling. This will be a large and complex rulemaking endeavor looking at the current rules from top-to-bottom. On Monday, March 5, 2001 the Official Notice for Comments Sought on Planned Amendments to Rules Governing Chapters 7861, 7862, 7863, 7864, & 7865 was published in the State Register (see page 9 of 40 -   http://www.comm.media.state.mn.us/BOOKSTORE/stateregister/2536.pdf    ).

 If you have any comments, suggestions, or questions regarding rule changes you should submit them to the GCB Rules Coordinator Sharon Beighley in writing ASAP (please cc ACM). This is a great opportunity to provide input on lawful gambling rules you believe should be changed, deleted, streamlined, or added.

 To assist in the rules revision the GCB has formed a Public Advisory Committee (PAC) composed of persons and representatives in the industry, and other persons directly affected by the rules. The PAC Member Roster as of 3/23/01 for the 2001 General Rule Amendments includes the following:

This is a very aggressive proposed schedule by the GCB that we believe indicates how serious they are about the process of revising existing rules governing all aspects of lawful gambling.

 Second, the GCB has recalled the  Proposed Manufacturing Rules which have been stalled in the Governor's office since the fall of 1999 and are working with the charitable gambling industry to try to reach an agreement which addresses the major concerns that led to the industry wide opposition to the set of rules as originally proposed.
