1999 Annual Report Of The
Gambling Control Board
Recently, the Minnesota Gambling Control Board published it's
Annual
Report of the Gambling Control Board Fiscal Year 1999. A complete copy
of the report can be found on the 24 page grey insert of this ACM
Newsletter. We have printed the report in it's entirety because of
the
many interesting facts, figures, graphs, and charts about Charitable
Gambling in Minnesota that it contains. Check out the State Gambling
Taxes paid (unbelievable).
GCB Rules Update
As of the February 22, 2000 Gambling Control Board Meeting the
GCB's
Proposed Pull-Tab Manufacturing Rules are apparently still being
reviewed by the Administration.
The GCB is also looking at starting a rules process regarding
multiple-seal tipboard games and/or cumulative or carryover tipboard
prizes. A pre-PAC meeting has been held.
IRS Tax Exempt Organizations Seminar
On Wednesday, May 24, 2000, the Internal Revenue Service's Tax
Exempt
and Government Entities Division is offering an introductory workshop
from 8:30 am to 4:30 pm. This seminar will provide basic guidance to
small and medium sized exempt organizations on how to comply with
various exemption and filing requirements including:
General Filing Requirements; Unrelated Business Income Tax (UBIT);
Employment Taxes; and Excise Taxes.
This workshop is free of charge.

Adolescent Compulsive Gambling Program
Recently, compulsive gambling has become a major issue in the
State of
Minnesota and across the country. Because of the interest generated
by
our members and directors at the Third Annual Minnesota Lawful Gambling
Convention & Expo ACM has worked for six years with the Minnesota
Council on Compulsive Gambling to raise funds for their their
youth
programs.
The Adolescent Compulsive Gambling Prevention and Education Program
is
aimed at adolescents, parents, educators, and community leaders. The
overall goal of the program is to increase awareness of the problems
associated with underage gambling.
The program has developed materials such as brochures, a video
called
"Andy's Story" and a book entitled "Wanna Bet? Everything you ever
wanted to know about Teen Gambling but never thought to ask". The
materials are utilized by community groups, schools, and others across
the State of Minnesota.
The mission of the Minnesota Council on Compulsive Gambling is to:
•Develop and implement prevention and education services targeting
youth;
•Provide clinical training to health care professionals;
• Provide research-based information to educators, policy-makers,
and
others;
•Refer problem gamblers and their families to community-based services.
The message to young people is that, as with other potentially
addictive behaviors, gambling activities also hold choices and
consequences.
