Rules Update

On 11/12/99 ACM mailed out an Action Alert regarding the Gambling
Control Board's (GCB) Proposed Pull-Tab Manufacturing Rules asking the
industry to contact Governor Ventura to let him know the devastating
impact these proposed rules will have on charitable gambling in
Minnesota.

 We were on a tight timetable as the GCB had intended to publish the
Notice of Adoption  and the proposed pull-tab manufacturing rules in the
Monday, November 29, 1999 State Register . We were pleased to learn on
Friday, November 19, 1999 at the November GCB Board Meeting that once
again the publication of the proposed rules had been delayed (no doubt
the many letters and e-mails received by the Governor had an effect).
The proposed rules were not even brought up by the Board at the December
GCB Meeting and it is ourunderstanding that the proposed rules are being
reviewed by the Administration. How they fit into the Governor's Big
Plan is a big question. Because of the delay if you have not yet
contacted Governor Ventura we ask that you do so as soon as possible.
Remember, silence will be considered acquiescence.

 We will be proposing to the Legislature  criminal sanctions for lawful
gambling fraud which we believe will be more effective and fairer than
the 18 pages of proposed rules for those that abuse the system. We also
strongly agree with the GCB's recommendation in the December 1999 Gaming
News of the importance of conducting spot checks of games in play.
Sellers are less likely to do anything wrong if they believe and know an
organization representative can and will show up unannounced at any time
to do a random spot check as they are much more likely to get caught.
Stop problems before they start!!!
