Listed below are the seminar and workshop topics (and topic
descriptions) being offered at The 9th Annual Minnesota Lawful Gambling
Convention & Expo being held in St. Cloud, MN at the St. Cloud
Civic
Center on November 18-19-20, 1999. The Proposed Seminar & Workshop

Continuing Education Seminars

Minnesota Gambling Control Board
Applying For & Conducting A One Day Off-Site Activity (3)
* - Each year
thousands of community festivals are held throughout Minnesota. Learn
how your organization can apply for and conduct a one-day activity
in
conjunction with these or other events. This class provides licensing
and compliance information on using the correct application and lease
forms, obtaining local unit of government approval, and what you can
and
cannot do. Application and lease forms are provided.
Bingo & Bar Bingo (1) ** - This class presents information
on
definitions, bingo paper pricing, house rules, bingo programs, how
to
use coupons, bingo paper forms, and bar bingo. A hands-on presentation
on how to use the bingo paper forms is included, and the revised booklet
"Common Bingo Questions" is provided.
Board Property Requests (2) * - This class outlines what
kind of real
property requests the Board typically considers, such as repair and
maintenance, acquisition of capital assets, eminent domain, and natural
disaster. Learn what your organization can do under this lawful purpose
category. A very informative class if your organization owns its
building, or if you are thinking about building a hockey arena, doing
repairs to a building, erecting a veterans memorial, improving ball
fields, or purchasing capital assets such as a trail groomer or medical
supply equipment.
Common Problems In Compliance Reviews & Site Inspections
(2) ** - With
over nine years experience in reviewing organization records and the
conduct of lawful gambling, Board staff discuss the common problems
they
have observed. Learn how to easily prevent these problems with proper
CEO and membership involvement and good internal controls. This class
is
for everyone--whether you are the CEO, gambling manager, employee,
or
organization member.
Lawful Purpose Expenditures & Allowable Expenses (2)
** - Keep
up-to-date on how you can spend your lawful gambling money - lawful
purpose expenditures and allowable expenses. Board staff will share
real-life situations and experiences of lawful purpose contributions.
Also included is information on yearly requirements for using the tax
savings worksheet, reporting tax savings and tax refunds/credits, and
expenditures allowed from tax savings and tax refunds/credits.
New Legislation & Rules (3) * - New legislation covered
in this class
includes: tipboard games, progressive bingo games, pull-tab dispensing
devices, and raffle ticket requirements. An updated handout on illegal
gambling includes legislative changes that allows dice games with
certain restrictions. An overview of rules that became effective October
25, 1998 includes inventory reporting and merchandise prize
certificates.
Pull-Tab Dispensing Devices (1) * - If you have excessive
cash
shortages at your site, installing a pull-tab dispensing device may
be
one of the solutions. Learn where dispensing devices can be located,
how
to properly use them, the advantages of using them, what forms you
need
to fill out for the daily operation, and any other questions you have
on
the dispensing devices. New legislation in 1999 expanded the location
of
the devices.
Pull-Tab Sellers, Conduct of Pull-Tabs, & Defective Games
(1) ** - This
class provides an overview of how to properly sell pull-tabs, maintain
records for pull-tab games, prevent cash shortages, and handle defective
games. Also included is a focus on the importance and requirement of
daily tracking of inventory for pull-tab games. A handout is provided
that can be used for training your pull-tab sellers.
Raffles, Tipboards, & Paddlewheels (Meat Raffles) (1)
* - Rules now
allow the use of merchandise certificates. Learn how to correctly use
these in your raffles, and what records must be maintained for a raffle,
including a ticket log and all unsold tickets. The conduct of meat
raffles and how to use the required merchandise prize inventory forms
is
included. The conduct of paddlewheels, tipboards, and raffles will
be
reviewed.
Security, Fund Losses, & Illegal Gambling (3) * - This
class is based
on real-life examples showing how the lack of adequate security and
good
internal controls resulted in fund losses for organizations. Attend
this
class taught by the Board's investigative team to learn the basic steps
you can take to avoid costly errors that affect your organization's
license (and general fund). You won't want to miss this class--whether
you are new to lawful gambling or not.
Minnesota Department Of Revenue
Everything You Always Wanted To Know About Lawful Gambling
(2) * - This
class will include discussion of many topics including: Y2K policy,
game
loss reimbursements, site profitability, late filing penalties,
extensions, personal liability, and many others. Your chance to ask
questions.
New Schedule F & Profit Carryover Variances (2) * -
This class will
discuss the new Schedule F and how to complete it. Will also discuss
remedies for profit carryover variances and possible ramifications
of
not doing it.
Group Discussions
Advanced Gambling Manager (Two or more years as a Gambling
Manager) (2)
- An open discussion by and for gambling managers of licensed lawful
gambling organizations. Items for discussion include: employee issues
and the importance of an employee manual, forms, budgets, determining
site profitability, how to prepare for year end audit, responding to
legislative alerts, working with your CEO, fund losses, and taking
charge of your site.
Bingo (1) - An open discussion by and for licensed operations
that
conduct bingo. Items for discussion include: preparing a bingo program,
how to determine profitability of bingo occasion, employee issues,
inventory problems, coupons, bar bingo, house rules, coverall's,
progressives, advertising, and other issues that relate to bingo.
CEO's (1) - An open discussion by and for CEO's of licensed
lawful
gambling organizations. Items for discussion include: CEO
responsibility, membership duties, lawful purpose expenditures getting
involved with your gaming operation, legislative issues, Allied
Charities membership (what it means), employee issues, changing CEO's
how it effects your gaming operation.
Conduct of Pull-Tabs (2) - An open discussion by and for
licensed
lawful gambling organizations. Items for discussion include: ordering
games, defective pull-tab games (what should you do, who do you call
when you discover a pull-tab game is defective), posting, new games,
forms to use, peeking, what is digging, layering tickets, house rules
sign (information that should be included), defacing tickets, storage
of
games, auditing, shortages, playing jar tickets.
Dealing With Fund Loss (1) - An open discussion by and
for gambling
managers of licensed lawful gambling organizations. Items for discussion
include: working with local law enforcement agencies, insurance
agencies, Gambling Control Board, Department of Revenue, Public Safety
and organization membership. Necessary forms to complete, review of
internal controls, and pleading your case.
Lawful Gambling: Moving Into The 21st Century (1) - An
open discussion
about lawful gambling - it's past, present, & future.Can our industry
survive and compete in the 21st Century? Can we grow without expanding?
Can we be on a level playing field with our competitors and they with
us? What changes will we see in the future, and can we survive these
changes? The importance of Public Advisory Committees (PAC) .
Lawful Gambling & Technology (1) - An open discussion
by and for
gambling managers of licensed lawful gambling organizations. Items
for
discussion include: software and computer compliance for the year 2000,
surveillance cameras - when to use, scanning new drivers licenses,
how
to detect counterfeit money, learning on the Internet.
New Gambling Manager (Less than two years as a Gambling Manager)
(2) -
An open discussion by and for Gambling Managers of licensed lawful
gambling organizations. Items for discussion include: setting up
pull-tab site, hiring employees, how to order games, what to expect
in a
compliance
review, forms and their importance, who to call when problems arise,
flow charts, being in charge and what it means.
Non-Booth Sales - Bar Ops (2) - An open discussion by and
for licensed
gambling organizations on issues relating to pull-tabs sites where
the
lessor and/or the lessors employees make sales on behalf of the
organization. Items for discussion include: shortages, paying wages
to
bar employees, bar employees completing prize receipts, peeking, insider
trading, defacing tickets, inventory security cash banks, posting,
securing money, and fund losses.
Paddlewheels, Raffles, & Tipboards (1) - An open discussion
by and for
licensed lawful gambling organizations on issues relating to
paddlewheels, raffles, and tipboards. Items for discussion include:
merchandise prizes vs. gift certificates, merchandise inventory control,
paddlewheel profitability, who can play/sell paddletickets and/or
tipboards, how to conduct a legal raffle (records to keep, tracking
sales, making deposits, when to report income, who can buy, who can
sell
raffle tickets).
Pull-Tab Sellers/Cashiers (1) - An open discussion by and
for employees
of license gambling organizations that are involved in the sale of
pull-tabs. Items for discussion include : difficult customers, defacing
tickets, filling out prize receipts (what information is required),
pulling a game, loading a new game, shortages, cross banking, how to
handle a negative cash bank, inventory, who you can and can't sell
to,
what is or isn't insider trading. Should you allow cell phones at the
booth? What to do if a robbery should occur.
Pull-Tab Vending Machines (1) - An open discussion by and
for licensed
gambling organizations on issues relating to pull-tab dispensing
devices. Items for discussion include: reliability of pull-tab vending
machines, purchase vs. lease, machine maintenance, bar owner/employee
responsibility, shortages, cash bank amounts, pulling games, who should
have keys, inventory control, and tracking sales.
Site Security (1) - An open discussion by and for licensed
lawful
gambling organizations. Items for discussion include: securing your
site, safes, cash registers vs. cash drawers, kinds of locks to use
on
your booths and jars, video cameras, keys (who should have access to
your booth), when to change safe combinations, storage of games,
securing inventory, and who's responsible for what.
Industry Seminars
Compulsive Gambling (1) - A presentation by the Minnesota Council
On
Compulsive Gambling on compulsive gambling.
Federal Tax Issues (2) - Filing strategies and requirements to
minimize
unrelated business income tax (UBIT) and gaming excise tax liabilities
(reported upon Federal Form 990-T, 730, & 11-C) will be reviewed
by Eve
Borenstein of the Tax Exempt Law Office Of Eve Rose Borenstein. Also
to
be covered: recent changes and interpretations of the IRS on excise
taxes, problem area with new applications for tax-exempt status (for
booster groups, sports clubs, fire relief associations), current and
upcoming audit initiatives.
How to Handle Difficult Customers (1) - In its fourth year of
presentation by CLIMB Theatre, this seminar continues to entertain
and
enlighten participants with true-to-life role-plays that teach ways
to
deal with difficult customers and create a more respectful work
environment.
Legislative Panel (1) - A panel discussion by Minnesota State
Legislators on charitable gambling and other Minnesota gambling.
Managing Employees Well (2) - "Fresh from Las Vegas" This timely
workshop by CLIMB Theatre was written for the International Bingo World
Convention in Las Vegas in March 1999 and was extremely well received.
In this seminar, managers learn:
• How well-written ads and job descriptions can help in hiring
the
right person for the job, and managing that person
• Three techniques essential to quality personal management
• How letting go of employees who are not doing the job can actually
help retain good employees
Meeting With The CRG: Are You Prepared? (1) - 100's of organizations
have been called before the CRG in the last several years. Some were
fined, other lost their licenses to conduct lawful gambling. Most were
left asking themselves "what happened?" This seminar, by Mary Magnuson
of Buffalo, Schloesser, Jacobson, & Magnuson, will provide an overview
of the CRG process from the industry perspective. You will learn what
to
expect at the CRG Conference and how to prepare to best present the
position of your organization to the CRG.
To Catch A Thief (2) - Studies report that only 20% of all employees
are 100% honest. In an industry that deals almost entirely with cash,
that statistic can have devastating effects. How do you protect your
business without becoming overly suspicious and creating a distrustful
work environment? This seminar will help. Professional conference
presenters from CLIMB Theatre will facilitate a panel, consisting of
a
gambling manager, an attorney in employment law, and an experienced
gaming industry employee, Participants will be informed on how to
confirm suspicions that someone is stealing and how to respond to
suspected employees in a way that's legal, gets you the information
you
need, and is not disruptive to other employees or the business. CLIMB
staff will role-play supervisor/employee, customer/employee, and
employee/employee interactions to demonstrate procedures and processes.
Attendees will have an opportunity to ask questions regarding specific
instances they have experienced.
The number after the seminar title is the number of times the topic
